Special Skill: High Level Black Magic (Form: Mini-sword the size of her index finger. Prick finger.)
It's the rest of Kira's magic that doesn't have to deal with potions or summoning! Which means her highest level spells, but it also means being able to make NEW spells. It comes with the understanding of how magic interacts with ingredients and how she can get certain affects out of them. Also an understanding of runes and circles and all of that.
Of course some spells just don't work by nature of the powercap, even if she can get ingredients.
